The federal government has filed a two-count charge against Senator Dino Melaye for allegedly giving false information to the police in relation to claim in April 17 of an attempt on his life.</div>

The charge marked: CR/106/18 was filed on January 31 this year before the High Court of the Federal Capital Territory in Maitama by the office of the Attorney General of the Federation (AGF).</div>

Melaye, who is the Senator representing Kogi East Senatorial District, was accused, in count one, of deliberately giving false information to the police to frame Governor Bello’s Chief of Staff as the mastermind of the assassination attempt on him at his hometown in Ayetoro-Gbede in Kogi State in April last year.</div>

According to the charge, the police discovered the alleged falsehood in Melaye’s claim while investigating the Senator’s allegation that some individuals attempted to assassinate him.</div>

In the second count, Melaye was accused of making false statement of facts in a phone conversation with Mr. Mohammed Abudu Abubakar, a son of the late former governor of Kogi State Abubakar Audu, with the intention of harming the reputation of David.</div>

In the charge, Melaye’s alleged offences are said to be punishable under sections 140 and 393 of the Peal Code Law, Cap. 89, Laws of Northern Nigeria, 1963.</div>

The first of the two counts read, “That you, Senator Dino Melaye, male, of the Senate, National Assembly, Three Arms Zone, Abuja, on or about the month of April 2017 at the Police Force Headquarters, Abuja, within the jurisdiction of this honourable court in the cause of an investigation into the alleged assassination attempt on you, sometimes in April 2017, you gave information to the police stating that one Mr. Edward Onoja David (Chief of Staff to the Governor of Kogi State) did mastermind the attack with intent to convict him for the offence which statement you either knew or believe to be false and you thereby committed an offence punishable under section 140 of the Penal Code Law, Cap. 89, Laws of Northern Nigeria, 1963.”</div>

The National Chairman of the United Progressive Party, UPP, Chekwas Okorie, has said President Buhari’s four years is a disaster, another four years for PMB will be Nigeria’s nunc dimittis.<br />
Okorie said his party is in support of any move that will save the country from the bad governance of President Buhari even though the UPP has zoned its presidential ticket to the South-East geo-political zone.<br />
He recalled that at the non-elective national convention of UPP, in Awka, Anambra State on June 29, 2017, the Convention ratified the zoning of the party’s presidential slot for the 2019 election to the South-East geopolitical zone.<br />
The ratification by the highest organ of the party remains sacrosanct. It will take a duly convened National Convention to set it aside or modify it. The position is that a presidential candidate from the South-East geopolitical zone shall fly the UPP Presidential flag in 2019.<br />
On the issue of devolution of power, referendum, state police and community policing, Okorie said, Gov. El Rufai is entitled to his opinion. He further stated that maybe the All Progressives Congress, APC, is stuck with President Buhari without any alternative option as a presidential candidate for the 2019 presidential election.a

It was gathered that the intense lobby resulted in certain underground meetings by the Gombe State Governor, Ibrahim Dankwambo, with Governors of the North-East and Politicians from the geopolitical zone in the remote Yankari Games Reserve in Bauchi, recently.<br />

As gathered, some Governors, Senators, and House of Representatives Members principally from the North-East, recently touted to have teamed up with the former President in the newly formed Coalition for Nigeria Movement, CNM, had begun strategic meetings with the Gombe State Governor, where he had laid bare his ambition to vie for the PDP Presidential ticket.<br />

“Through Traditional Rulers and some Political Leaders of thoughts in the North-East, we have made representations to Atiku to shelve his ambition and consider working for a far younger politician with a record of good governance”, explained one of the participants at the strategic retreats at Yankari.<br />

It was further gathered that Atiku has not made a formal or informal attempt at consulting with Obasanjo on his ambition, for fear of a repeat of a previous experience in which the former President used Atiku’s visit to him in Ota, Ogun State, to lampoon him later in Yola, in the days of the late President Umaru Musa Yar’Adua.<br />

According to Alhaji Mohammed Toski, an Atiku Associate, the former Vice President is wary of a repeat of such embarrassment.<br />

Another insider in Atiku’s camp, however, stated that Obasanjo, through Olagunsoye Oyinlola, former Governor, Osun State, a mutual friend of both men, had told Atiku that Obasanjo was willing to help his former Vive into roles as a Global Statesman.<br />

“There are big roles that Atiku can play at the global stage in furtherance of democracy and opposition politics.<br />
<br />
“Baba may be amenable to inducting Atiku into these roles”, explained the source privy to the lobby.<br />
<br />
It is however, not clear if Atiku is prepared to accept the offer, considering what some insiders have described as the immense goodwill he enjoys from politicians across the country.<br />

Other details from Atiku’s camp suggest that the former Vice President may not readily succumb to this offer, or back down on the PDP Presidential ticket.

Benue state governor, Samuel Ortom, yesterday said that he will defect from APC to PDP or any other political party if his people so wish.<br />

Ortom said this yesterday when he received Ekiti state governor, Ayo Fayose who paid him a condolence visit over the killing of 78 persons by suspected herdsmen in January.<br />
<br />
Governor Fayose in his speech, called on Governor Ortom to leave APC and move over to PDP where he will be well catered for. He accused the Buhari-led government and the APC of neglecting one of their own states.<br />
<br />
In his response, Governor Ortom said he will defect to anyother party if his people so wish him to.<br />
<br />
''I am a member of the APC but I cannot keep quiet when my people are being annihilated, I will not accept that because I cannot be Governor over dead people. I’m not a dead man either.<br />
<br />
The responsibility of enforcing the law is that of the federal government. That is why I have joined the voices calling for the restructuring of the country. Because we cannot have an IGP who is the mouthpiece of Miyetti Allah. And we cannot have a minister who should be protecting the territorial integrity of this country coming out to say it is foreigners that are responsible for the killings. We cannot have a security architecture that is not ready to protect lives and property. That allow herdsmen carry guns and displaying it openly.<br />

Today herdsmen have also taken over kidnapping in the country from North to South because they have guns and are being protected by the IGP and when you talk they start calling you names. I must send a message that Samuel Ortom is not a drowning man. I was a nobody but God lifted me to several important position in life, so I know where I’m coming from, I’m not a drowning man. I dropped out of school in 1979 but I hold a Doctorate Degree today. After passing through several leadership positions in this country today I am a Governor and I’m doing my job. Now it is clear that our country must be restructured for the tenets of rule of law to be respected.<br />

Any herdsmen that is not comfortable with the grazing law should go to Kano where the Governor has requested that they come. Today because of the activities of herdsmen in Benue state over 60,000 of our children can no longer go to school and are residing in seven IDPs camps across the state. They have truncated the education of our children. It very painful. To compound the problem the crisis in Cameroon has spilled to Kwande and we have opened two camps where 7,000 persons are being housed, so on the whole we have nine IDPs camps in Benue state.<br />

After the killings of the 73 people the killings are still continuing almost on a daily basis and more people are coming into the IDPs camps. “Though I read that Mr. President has approved the deployment of the military, I thank the President though I have not been communicated officially but I hope it will help in restoring peace and normally. Regrettably his directive to the IGP to relocate to Benue was not obeyed and he also failed to do his job. We are calling for his resignation. Such people cannot work for Mr. President he needs better people to assist him including the Minister of Defence. These are bear footed people who have nothing to offer. I commend the National Assembly for rejecting the biased report of the IGP which portrayed him as the mouthpiece of Miyetti. I am a member of the APC and about the issue of joining another vehicle, Benue people are here and they are hearing you. I cannot decide for Benue people, the people will decide, it is what they want that I will want. Anything Benue people say I should do, I will do.” he said

2019 election: Kwankwaso visits Anambra, kicks off presidential campaign

THE Senator Representing Kano Central Senatorial District and a former Governor of the State, Dr Rabiu Musa Kwankwaso, has flagged off his bid to run for the 2019 presidential election.<br />

He was in Anambra State On Thursday, where he met with the leadership of his group, the Kwankwaso Movement, and the Hausa community in the state.<br />

In his address at the event, the presidential candidate asked for the support of the people to enable him to achieve his presidential ambition.<br />

He stated that the first hurdle would be to emerge victorious in the primary election.<br />
<br />
He listed unemployment, incessant killings between Herdsmen and farmers and economic meltdown as what prompted his decision to contest.<br />
<br />
In his words: “I am in this contest because I want to restore the lost glory of the country. I have come to see the people of the state and thank them for their supporting me.<br />
<br />
“The South-East geopolitical zone is important in this journey because we cannot do without them, the Senator noted.<br />

<br />
According to him, an election is not a do-or-die and my successor, Governor Abdullahi Umar Ganduje, who is opposing my ambition should have a rethink and join me to better the welfare of Nigerians.<br />
<br />
“The only hurdle before us is the primary election. I assure you if I am able to win the primaries, winning the main election will not be difficult because I know I will win.”<br />
<br />
Kwankwaso commended the Hausa community in the state for coming out en-masse to show support for one of their own.<br />

Speaking to State House correspondents after observing the Juma’at prayers at the State House Abuja Mosque, he argued that ordinary people were happy with the performance of President Buhari.<br />

Asked to react to the CBCN’s statement which harped on the frittering away of the goodwill hitherto enjoyed by the president, the governor stated: “Yes. I followed it keenly and one of the key statement there was that Nigerians are angry. Yes, it is true that Nigerians are angry but the question is who are these categories of Nigerians who are angry?<br />

“The category of Nigerians that are angry are those who used private jets to cart away Nigeria’s money in dollars out of the country to South Africa. I’m sure you are aware that our money is still locked down there. Such money, if you bring it into the economy, a lot of youths that are unemployed will surely be employed.<br />
<br />
“And of course, those that have looted the country dry and normally go to the church and mosque to pay tithe are no longer doing so. Of course, these are the category of people who are angry.<br />
<br />
“If you look at it critically, the farmers, those with real jobs are happy because the economy is improving. In no time, we have come out of recession, our foreign reserve is increasing, no more bombing in Sambisa, no more bombing in the country, no more bombing in Emab plaza even as close as Abuja, no more bombing in Suleja and all over the country.<br />

“I think those that are benefiting from these crimes and criminality will be angry and they are Nigerians. So, it is important to define the category of the people who are angry.<br />

Bello threw his weight behind the National Assembly in its rearrangement of the order of election, saying that it would deny “bad” legislators the chance to be re-elected hiding under the cover of the “Buhari Tsunami” as was the case in 2015.<br />
<br />
While expressing confidence that Buhari would be re-elected in a landslide, he added: “I so much appreciate this. I think if you observe critically what happened in the last election where Mr President was elected along with other members of National Assembly, then we called it Buhari tsunami, where the good, the bad and the ugly were all put together and elected, it is either going to be in their interest that the Buhari tsunami will return them or everybody will be on his or her own.<br />

“Let Buhari return and let Nigerians select the good ones out of the bad ones to return to the National Assembly.<br />
<br />
“Whichever order it comes, in the upcoming general elections, I can assure you that Mr President will win a landslide and the good ones will return to the National Assembly.”<br />

Asked if he believed that the lawmakers would lose out under the reordering, he argued: “They have the choice to make and they have made their choice that the goodwill of Mr President should not rob on the bad ones.<br />
<br />
“Surely, the good ones on their own account will return to the National Assembly at the appropriate time.”<br />
<br />
The governor also supported the appointment by President Buhari of Asiwaju Bola Tinubu to lead the reconciliation process within the ruling All Progressive Congress (APC), saying that he supported any move made by the president.<br />

“Of course. Whatever Mr President believes in, his judgement and his wisdom I believe in him. And I believe in his ability to bring all party members together,” he said.<br />

He said Kogi people who were against the move were ignorant Abuja-based politicians.<br />

Former Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, has asked Nigerians to let politicians know that can no longer ‘buy’ their way into elective positions by ensuring that the electoral processes are not tampered with.<br />
<br />
He said that until the problem of vote-buying is tackled in the country, those in government will remain irresponsible and non-responsive to the aspirations of the people.<br />
<br />
<br />
Jega said this in Abuja on Friday at an interactive forum organised by the Centre for Democracy and Development, CDD, to interrogate how African government’s can reconcile procedural democratic practices with substantive democracy.<br />
<br />
He noted that the struggle for democracy to survive in Africa has been characterized by frustration because of the failure of governance to satisfy the aspirations and expectations of the people as well as promote stability.<br />
<br />
Jega also decried the mode of politics in most parts of Africa which he said excludes a large segment of the population, especially women and youths from the political process.<br />
<br />
On the issue of corruption, the erstwhile INEC boss disclosed that reliance of democratic governments in Africa on extractive revenue such as sales of crude oil as opposed to tax-based revenue raised a major challenge to the fight against corruption.<br />
<br />
<br />
He, however, maintained that despite the frustrations of democracy, militarianism was not an option.<br />
<br />
His words: “Unless the people let politicians know that they cannot buy their way into office every four or five years, through the ballot box, they will never be responsible and responsive to the needs and aspirations of the people.<br />
<br />
“Voters should realize that they are critical stakeholders that deserve to be listened to. Hence, it is imperative they begin to protect the integrity of the electoral process so as to have sufficient moral ground to hold those in governance accountable.<br />
<br />
“Relying exclusively on extractive revenue is unhealthy for good governance and democracy. All a public office holder needs to do to loot the treasure is simply to divert funds accruing to government from the extractive sector of the economy.<br />
<br />
<br />
“However, if the government raises bulk of its revenue by compelling people to pay their taxes, the people will in turn be interested in knowing how the taxes they paid were utilized, and that will reduce the level of the corruption perpetuated by those in government.”<br />
<br />
“We need to careful with what the frustrations of democracy can lead us into. Militarianism should never again be an option for us. Democracy may not be the only game but it is a major game in town,” he concluded.<br />

Vice-President Yemi Osinbajo has said that the herdsmen would pay for the proposed establishment of ranches or grazing reserves by the federal government.<br />
<br />
He disclosed this on Thursday at the opening ceremony of a two-day summit on national security organised by the Senate in Abuja.<br />
<br />

Osinbajo further dispelled the speculations that the federal government would seize land from the state government for the establishment of the grazing reserves.<br />
<br />
He said, “Let me reiterate that on no account will any land be seized or forcefully taken to create ranches or grazing areas. All insinuations to that effect should be disregarded. No one is giving land to herdsmen, as is being falsely alleged.<br />
<br />
<br />
<br />
“Instead, it is in our view that states that are willing and have set aside land for development should cooperate with willing investors in commercially-viable, government-supported ranches or livestock production centres for commercial use.”<br />
<br />
He added, “There is also a clear sense which I think must be appreciated, that the Federal Government cannot dictate to states what to do with their land. This is so because the Land Use Act of 1978 puts land under the control of governors on behalf of their states.<br />
<br />
“Also, the Supreme Court in the case of the Attorney General of Lagos State versus the Attorney General of the Federation in 2004, held that the use of land resources and permits for such use lie firmly in the hands of state governments. Even for use of federal lands in the states according to the Supreme Court, building or development control permit must be sought from the governors of the states.”<br />
<br />
Osinbajo noted that some states, especially in the North, had duly gazetted grazing reserves and most of the grazing reserves are degraded and without pasture or water, especially during the dry season.<br />
<br />
<br />
<br />
He said that apart from states that had gazetted grazing areas, 13 states had agreed to allocate 5,000 hectares of land for ranching or livestock production.<br />
<br />
He said for optimal operation of the grazing reserves , they should be operated as ranches or livestock production centres on a commercial basis.<br />
<br />
Osinbajo said, “The ranches will have adequate water from boreholes, salt points and pasture. The locations would serve both as forage points and centres for providing extension services to boost animal care, feeding and veterinary facilities, and even abattoirs. Because the ranches are commercial ventures, cattle owners will pay for their use.<br />
<br />
“It is important to note that by and large, in consultation with stakeholders, all agree that where adequate provision is made on a commercial basis, there is no reason why there won’t be cooperation to use those ranches because there are both economic and social benefits for everyone, including herders.”

The elders, under the aegis of APC Elders Advisory Council of Plateau State, said when Buhari took over governance, he admitted that Nigerians would face challenges in the short term and then rejoice in the long run.<br />

Speaking in Jos, the state capital, Chairman of APC elders, Capt. Joseph Din, also endorsed Buhari for a second term.<br />
<br />
Din said the President has done very well in tackling insecurity, corruption and poverty; while he has also “improved the economy by battling recession, brought youth empowerment and created jobs.”<br />

According to Din, “We hereby unanimously endorse President Muhammadu Buhari as President of Nigeria come 2019 and Rt. Hon. Simon Bako Lalong as governor of Plateau State come 2019.<br />

“We all know that this country was heading into economic recession already when Buhari took over in 2015.<br />
<br />
“It was largely due to the falling prices of crude oil in the international market and the long-term mismanagement of the economy by previous governments.<br />

“Nevertheless, this government has been able to steer us away from recession within the shortest possible time.<br />
<br />
“When President Buhari was taking over, he did not promise Nigerians that it was going to be rosy all through. He admitted that Nigerians were going to face challenges in the short term and then rejoice for a long time.<br />

“Due to his economic policies, we have started seeing the difference. For instance, Nigeria produced 15 million metric tonnes of rice in 2017 alone. The Department of State Services (DSS) has asked, Kassim Afegbua, spokesman to former Head of State, Ibrahim Babangida to return to the agency’s office on Friday for a “friendly chat” after he could not be attended to on Thursday.<br />

According to reports, the DSS had requested the repeat appearance because its Director General, Lawal Daura, was not in the office when Afegbua came and he was therefore not questioned.<br />
<br />
Afegbua, who reported at the agency’s office arounf 12.46pm did not leave until 6pm.<br />
<br />
Recall that Afegbua on Wednesday visited the Nigerian Police Force headquarters to honour an invitation extended to him over a Sunday statement he issued on behalf of IBB on Sunday.<br />
<br />
He confirmed to TheCable on Wednesday evening that the DSS had also invited him to their office on Thursday for a “friendly chat”.<br />
<br />
However, he said he would be returning to the agency’s office this morning.<br />
<br />
“We were asked to come again tomorrow( Friday) morning. We were waiting there until 6:00 p.m when we were asked to go,” Afegbua said.

President Muhammadu Buhari has revealed that peaceful transition of political power in African elections can no longer be negotiable.<br />

He stated that transitions in Africa must be properly managed to safeguard countries from slipping into crisis that slow down economic growth, and throw citizens into avoidable hardships.<br />
<br />
The President stated this at a ceremony to receive Letters of Credence at the Presidential Villa, Abuja, on Thursday.<br />
<br />
Buhari told the Ambassador of the Republic of Togo, Mr. Lene Dimban, that peaceful transitions on the African continent were no longer negotiable, considering the heavy toll of political crisis on the economy and ordinary citizens.<br />
<br />
His words: “At this stage in ECOWAS, we are working on consolidating our relationships, to ensure that we bequeath a safe and secure region to the next generation, by ensuring peace transitions’’, he said.<br />
<br />
The Nigerian President noted that the political challenges faced in some African countries, like South Sudan, usually spiralled into neighbouring countries, leaving the entire continent more vulnerable and forcing governments to channel meagre resources into fighting internal crisis.<br />
<br />
Buhari added that his administration will work hard with other ECOWAS Heads of State to prevent political transitions from snowballing into crisis.<br />
<br />
He said this had become imperative so that citizens in the region could focus their energies and resources on developmental issues, rather than trying to survive political upheavals.<br />

The President also received Letters of Credence from the Ambassadors of the Republic of Vietnam, Mr. Pham Anh Tuan and the Republic of Burundi, Emmanuel Mpfayokurera.<br />

He assured the countries that Nigeria would keep working hard to improve on its diplomatic relationships, and build more progressive partnerships.<br />
<br />
President Buhari congratulated the Ambassadors on their postings to Nigeria.<br />
<br />
In his remark, the Ambassador of Togo said Nigeria and Togo played a major role in the formation of ECOWAS, adding that, both countries must remain central in promoting peace and stability in the region.<br />
<br />
“As a big brother, Nigeria has an important role to play in securing and stabilizing the region, and we will always look up to you’’, he said.<br />

The PDP national Chairman made the remark while claiming that for one to be given an appointment at federal level, the person must come from Buhari’s hometown, Daura in Katsina State.<br />

In a statement by his spokesperson, Ike Abonyi, Secondus said Nigeria is sitting on a keg of gunpowder waiting to explode, adding that only the PDP could save the country.<br />

The statement reads, “I have come with members of the NWC of our party to thank you for the mandate you gave us at the successful National Convention last year and to charge you to redouble your efforts for the eventual humiliation of APC in 2019.<br />
<br />
“People are being killed on daily basis, nuclear nepotism is in vogue, you have to come from Daura to be appointed into a federal position.<br />
<br />
“Nigeria is sitting on a keg of gun powder waiting to explode, only the PDP can save it.<br />
<br />
“This is the time for all to stand up to save this country and all eyes are on PDP to lead the way, I am ready and determined even to be arrested for us to regain our liberty in this land.<br />
<br />
“What we have ruling Nigeria today at the villa is a broken party and a broken government, spiritually APC has already left the villa, what we must fine tune is the physical accomplishment.”<br />
